On February 16th, 1869, Assemblyman Curtis J. Hillyer (Storey County) introduced Amendment #14 and requested in his bill that Nevada strike the word "male" from the Suffrage clause of the Nevada Constitution. The bill passed 21-18, but Hillyer did not return for the 1871 legislative session and the bill was defeated, needing to clear two consecutive house sessions. His speech, printed in the 1871 Nevada Senate Journal, was a seminal moment in the history of suffrage in Nevada.
